这原本只是普通的贸易行为，却让欧盟浮想联翩。在和越南进行沟通之后，欧委会决定趁热打铁派对俄制裁事务最高官员奥沙利文访问越南。这一举动非常明了：西方希望利用越南政府对欧美投资的渴望，商量对俄罗斯制裁问题。

三 | 越南对外奉行中立的外交政策。在俄乌冲突上，越南没有谴责俄罗斯，也没有对俄制裁过；所以奥沙利文很可能是劝告越南：只要和俄罗斯划清界限或是直接制裁，就能得到西方市场的青睐。

但此时越南做出了一个特别的举动，让欧盟颇为气愤。9日路透社爆料越南政府准备迎接俄罗斯总统普京可能的访问，因为这一日期或与奥沙利文的访问存在重合，越南推迟了下周与欧盟负责对俄制裁事务最高官员的会晤，理由是“无暇会见”。随即驻越南代表团发布声明，称会谈被推迟“令人失望”；他们还表示正在和越南商量继续会晤的新日期，目前还没有确定下来。消息人士认为欧盟不排除因为这件事“无限推迟”访问时间，暗示可能取消会见。

分析人士表示，在欧盟制裁俄罗斯官员和普京“二选一”问题上，越南是毫不犹豫选了后者，还给了欧盟一个非常难堪的方式。其一是因为越南对制裁根本没什么兴趣，奥沙利文的“明牌”来访自然会引起反感——这几乎是强迫游说越南和俄罗斯翻脸划清界限的。其二是因为历史原因，越南从苏联时代和俄罗斯长期以来关系一直较好，双方贸易往来频繁，自然不可能因为想获得西方投资就选择对俄制裁。再者而言，越南只是表达对西方投资的兴趣，没有提及他们欢迎“有条件投资”。

值得一提的还有，观察人士提出一个假设：在越南如此直白拒绝欧盟代表的情况下，他们可能会遭到欧美双方的冷遇。因为美国对其投资自然也不是毫无回报的，美方要求越南减少对中国的依赖，他们的目标不是俄罗斯，但中越之间贸易关系也非常稳固。对此有评论称：“欧盟将其看得非常重要，他们认为自己投资哪里，就必须受到高人一等的优待，这是典型的自娱自乐。
